These are my views on reservations for OBC and has nothing to do with any of the organizations I am associated with.

A super strong disclaimer: These views can change. :-)

Yesterday, I read an article that SC has granted permission for 27% reservation for OBC in Educational Institutions.

But they had other strong conditions with it.

* The family income of the candidate should be <= 2.5 lakhs
* MPs or MLAs children cant avail this quota.
* They will revise this quota after 5 years.

* There is no quotas in jobs.

Although, I am not a believer in quota system, this is the first time I feel they are doing a “reasonably fair job” with quotas.

* They are not going to snatch away seats from non-OBCs.

* Because of the family income clause, I believe, this is the first time, the benefit will reach the targeted audience. A candidate who gets a job from IIM with say 6 or 8 lakhs per annum is going to make a huge difference to his family. More than that, they will become role models to many other people in their community to pursue education. And education is going to be very important for progress. I hope they will do sufficient back ground checks, which is very essential for the validity of this argument.

* I am also happy they are willing to revise the quota after 5 years. Which means, some analysis of the impact of the quota system will be studied. And improvements will be made.

However, I am sure a lot of people will have the following 2 questions in mind?

* What about the quality? Well, I dont knw about IIT selection process. But I think the cut offs for OBC in IIMs is not much different from general merit. A difference of 1 or 2 marks in each section is all the difference. And, IIM interview process is also quite good. So only meritorious candidates will make it. I dont see any dip in quality.

* Why only OBC, why not XYZ..? Well I am not here to answer that. As I told you earlier, I dont believe in quota in the first place. But given that they will anyway implement it for vote bank politics, they are atleast doing it in a sensible manner.
